Power plants and energy-intensive industrial plants participate in the European Greenhouse Gas Emission Trading Scheme (ETS). In Germany, emission allowances (EA) are assigned free of charge for the period 2005-2007 and partly for 2008-2012. Plant operators must apply for the assignment of EAs and report annually their emissions. Both applications and emission reports need qualified examination and verification by independent experts before they are to be filed to the authorities.
