Many people are interested in living in the city. According to § 1(5) of the German Federal Building Code BauGB, the associated space requirements should be increasingly met by taking advantage of unused areas in the city and – as far as practical – not by developing new areas on the outskirts. Besides, a large number of the (future) residents – and also the municipalities involved in the planning – have an interest in achieving a good mixture of commercial and residential uses. Business quarters abandoned after office and shop closing time should be avoided.
