Berlin Expert Meeting dealing with Immission Control – Müller-BBM Expert Discussion with 120 participants

On 14 and 15 September, 120 participants and lecturers met in order to exchange information and views on the current state of immission control during the planning and authorization phase with practice-related lectures. The event was opened by Michael Thielke, department manager environment, waste management and immission control of the Berlin Senate Administration, a department which performs equally ministerial and execution tasks and has municipal and state tasks.

As chairman of the LAI (Bund-/Länder Arbeitsgemeinschaft für Immissionsschutz) and with reference to Berlin's annual growth of approx. 40.000 inhabitants, Thielke emphasized "that the extremely necessary housing construction must be realized sustainably and that the environment department will not make any compromises as far as infrastructure, provision of green surfaces and the protection against noise and air pollution is concerned". His praise that "Müller-BBM succeeded in assembling top-class representatives from administrations, law firms, and the construction industry around one table in order to analyse the problems from different points of view and find solution approaches" pleased the organizers of the event.

The first day of the meeting dealt with the topic "Noise Protection in Urban Land Use Planning" as well as "Realization of Planning Projects". The lectures of Dogan G. Yurdakul (Gesellschaft für Planung, Umwelt, Stadt, Architektur, Berlin), lawyer Udo Link (Müller-BBM Projektmanagement GmbH, Planegg); Prof. Dr. Olaf Reidt (Fachanwalt für Verwaltungsrecht der Sozietät Redeker Sellner Dahs, Berlin); Dr. Tim Schwarz (Abt. Städtebau und Projekte, Grundsatzangelegen¬heiten des Bauplanungs- und Erschließungsbeitragsrechts, Verbindliche Bauleitplanung und ihre Sicherung, Rechtsaufsicht der Senatsverwaltung für Stadtentwicklung und Umwelt, Berlin); Dr. Benjamin Jäger (Müller-BBM GmbH, Berlin); Dr. Maren Wittzack (Gaßner, Groth, Siederer & Coll. Partnerschaft von Rechtsanwälten, Berlin) and Joachim Bittner (Müller-BBM, Planegg) were followed with interest and were intensely discussed in the end of the day review.

"Air Pollution Control and the Amendment of the TA Luft" as well as "Imission Control Inside and Outside" were the thematic blocks of the second day. In his introduction to the day's programme, Norbert Suritsch outlined the range of conflict potential in the field of air pollution control. His statement was picked up by the lectures of Dr. Christoph Riese (Fachanwalt für Verwaltungsrecht, GÖRG Partnerschaft von Rechtsanwälten mbB, Berlin); Norbert Suritsch (Müller-BBM Projektmanagement, Planegg); Stefan Mundt (Amt für Landesplanung u. Stadtentwicklung LP 13 - Behörde für Stadtentwicklung und Wohnen, Freie Hansestadt Hamburg); Alfred Trukenmüller (Fachgebiet II 4.1 "Grundsatzfragen der Luftreinhaltung" Umweltbundesamt (UBA), Dessau); Axel Strohbusch (Abteilung Umweltpolitik, Abfallwirtschaft, Immissionsschutz - IX C22 - Senatsverwaltung für Stadtentwicklung und Umwelt, Berlin); Joel Charlie Passow (Müller-BBM GmbH, Berlin); Dr.-Ing. Heinz-Jörn Moriske (Beratung Umwelthygiene, Fachbereich II (BU) - Direktor und Professor im Umweltbundesamt (UBA), Dessau) and Ronald Jordan (Ref. T14, Luftqualität, Nachhaltigkeit am Landesamt für Umwelt (LfU), Brandenburg) and presented through a variety of prisms.

The next Müller-BBM Expert Meeting will take place in 2017.
