Elaboration of Baseline Reports on the State of Soil and Groundwater as part of the licensing procedure
The EU Directive 2010/74/EU of the European Parliament and the European Council of 2010-11-24 on industrial emissions ((IE-RL) requires for certain industrial sectors to elaborate a baseline report as part of the licensing procedure.
The Baseline Report documents the state of the soil and groundwater at the site of the installation. The report ultimately serves to preserve evidence and provide a reference for the obligation to return the site to its baseline state after closure according to § 5 para 4 BImSchG (see art. 22 IE-RL).
In many cases, a preliminary check is sufficient and there is no need to elaborate a complete Baseline Report with soil and groundwater investigations.
