Immission control days in Gelsenkirchen – Müller-BBM Expert Discussions with 70 participants

On 15 and 16 July, about 70 participants and speakers met in Gelsenkirchen to exchange news on the current status of immission protection in the planning and authorization practice with practice-based lectures. The event was opened by Dr. Ursula Necker, vice president of the Landesamtes für Natur, Umwelt und Verbraucherschutz NRW (State Office for Nature, Environment and Consumer Protection). In her additional function as head of Department 7 for process engineering and circle economy, she emphasized in her opening speech the importance of the event and the necessity of exchanging experience between plant operators, experts, legal specialists, municipalities, and management authorities.

The first day of the meeting was dedicated to the topic air pollution control with the priorities “Amendment of the TA Luft” and the “Luftreinhalteplanung” (clean air planning). Lectures by MinR Dr. Hans-Joachim Hummel (Bundesministerium für Umwelt, Naturschutz, Bau und Reaktorsicherheit), RDin Isabel Heesen (Ministerium für Klimaschutz, Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes Nordrhein-Westfalen), Dr. Ulrich Mierwald (Kieler Institut für Landschaftsökologie); Dr. Ralf Both (Landesamt für Natur, Umwelt und Verbraucherschutz NRW); Thomas Dobrick (Umweltamt der Stadt Essen), and Jan Sauer (Bundesanstalt für Straßenwesen BASt) were followed with interest by the audience and were discussed intensively during the panel discussion.

Conflict prevention during land use planning as well as noise conflict management were the topics of the second day. In his introduction to the day’s programme, Branch Office Manager Christian Scholz outlined the range of the conflict potential in the field of noise immission protection. This statement was picked up by the lectures of Prof. Dr.-Ing. Johanna Schoppengerd (Hochschule Osnabrück); Dr. Kai Petra Dreesen (Lenz und Johlen Rechtsanwälte); Dr. Ralph Semmler (Müller-BBM GmbH), Eva Maria Schmitz (Müller-BBM Projektmanagement), Jens Ahuis (BP Europa), Stephan Heim (Müller-BBM GmbH), and Dr. Andre Unland (Baumeister Rechtsanwälte) and possible solutions were introduced.

The next Müller-BBM Expert Discussions will take place on 14/15 September in Berlin.
